Message I personally look at it in two ways, I'm sure other people have other methods. I'd be interested to know how you judge it (as it seems you've done quite a bit of research on this topic).
My method:
1. At what RPM is 300HP achived
-seems to be the popular method - stock (stg5) seem to be 4000 +/-150
2. At what RPM is torque peak reached at 17-18 psi
-this is my favorite way as this is generally a pretty good indication of when the turbo is fully spooled.

Second, patience. How long have Sport 500's been out? Yet as time goes by we keep seeing better and better dynos out of them, they aren't the best turbo upgrade-but they are the most often used. So, they get a good reputation and more people use them. I personally think the 1420's are a very underrated small - mid sized turbo upgrade. Top end potential inbetween sport 500 and HKS2530 (leaning towards the 2530 side), and spool between them as well (but leaning towards the sport 500 side). They do/did have some issues (spring strength, bolt torque and strength, wastegate flapper) that other turbos don't/didn't have. This combined with a few poor inital dyno results on cars that weren't set up too well may have killed this turbo off before it was given a fair shake. Those issues are now known and have either been addresses, or can/should be addressed by your vendor before you order. I think once woody gets his car exactly where he wants it and gets a chance to do some sea level dynos and aliaz gets a chance to verifiy his A/F and posts some charts impression will start to change. I understand what you are doing here the Marshall and I appreciate it. No one likes a really laggy turbo car, people will spend alot of money building it up to get XXXhp and then hate the lag and sell it. I hate to see it happen, and I'm sure you do as well. But, I'm hoping alot of these newer design turbos (PE1420, GT550R, and -esp- GT675R) will suprise you. As far as the PE1420 specificly - I'm pretty sure it will.
